Specifically made for Li-ion batteries. You should use a different charger for lead-acid batteries. The supply produces 12.95 volts without a load. It includes circuitry to properly charge the battery quickly and safely. The LED is a charge indicator. Red=charging & Green=charged A USB-C adapter is included, but I do not know anything about using USB-C for 12v charging or anything to test it.
