Chlorinated Polyolefin
Whenever you apply filler to TPO or polypropylene plastic, ALWAYS apply Filler Prep first. The chlorinated polyolefin resin that is in Filler Prep serves as an effective adhesion-promoting resin for coatings and fillers applied to polypropylene (PP) and thermoplastic olefin (TPO).
Better Adhesion
The addition of an adhesion promoter improves bonding by penetrating into surface irregularities (such as pores, holes, and crevices) and mechanically locking onto the substrate.

This is supposed to make a good bonding surface, but it requires you to sand the project first anyways so this is useless. Just sand your surface before putting the dash filler on.
